The Assistant Director of Public Works & Utilities / City Engineer is a highly responsible technical and supervisory position that supports the administration and coordination of Capital Construction, Stormwater, Utilities, and Public Works operations for the City of Winter Springs. This role involves engineering work, including project design, project management, plan review, and construction inspection, and supervising assigned personnel while assisting the Director of Public Works and Utilities in managing traditional municipal public works functions. This position is responsible for oversight of stormwater, administering drainage, flood control, pond/lake management, and/or water quality programs. May serve as the Acting Director of the Public Works and Utilities Department in the Director’s absence.
The position requires a proactive, solution-oriented approach to infrastructure planning and operations, with work performed under the general administrative direction of the Director of Public Works and Utilities.
Essential Functions:
Capital Improvement Program Management: Manages the City’s Capital Improvement Program by overseeing the planning, design, and construction of utility and public works projects, including the selection and management of consultants, vendors, contractors, and other stakeholders.
Permitting and Compliance: Monitors and ensures compliance with legal and permitting requirements for the City’s water, sewer, stormwater, and reclaimed water systems, in coordination with the Director.
Project Management: Oversees project management activities for construction, repair, and major maintenance projects, including design and permitting reviews, inspection activities, and assigning tasks to subordinate staff.
Financial Oversight: Reviews and approves billings and pay requests, negotiates proposals, conducts cost analysis for change orders, and researches product data to ensure cost-effective project delivery.
Policy and Procedure Development: Assists in formulating and implementing practices, rules, techniques, and procedures to enhance operational efficiency; supports the establishment of policies for assigned areas.
Budget Assistance: Aids in preparing annual budgets for multiple funds in alignment with State and Federal guidelines, providing time, material, and cost estimates, and exercising purchasing authorization procedures.
Strategic Infrastructure Planning: Participates in strategic infrastructure planning, serving as a technical resource in areas such as design, construction, emergency management, sustainability, land use, zoning, and environmental issues.
Reporting and Presentations: Prepares and presents reports and relevant information to City Commission, committees, boards and stakeholders regarding construction and operational activities.
Field Inspections: Conducts field inspections of Public Works and Utilities projects to monitor progress and ensure compliance with standards.
Stormwater Oversight: Coordinates, manages, and implements stormwater management programs for the City.
Personnel Management: Supervises and evaluates assigned personnel, recommends personnel actions (e.g., hiring, promotion, discipline, termination, training), and ensures staff are trained in the safe and efficient operation of equipment and tools.
Public Works and Utilities Operations: Plans, organizes, and directs operations, installations, maintenance, and repairs related to streets, traffic control, stormwater, water, wastewater and other public works functions.
Public Interaction: Responds to public inquiries, investigates complaints related to assigned areas, resolves issues, or refers them to appropriate sources, maintaining effective communication with supervisors, staff, and citizens.
Interdepartmental Coordination: Assists the Community Development Department civil engineering staff in the review and inspection of private land development projects, reviews and signs plats and subdivision maps, and develops and approves engineering and utility design standards. Consults with other City departments or divisions to coordinate work activities as needed.
Documentation: Documents and routinely updates all critical and recurring procedures for the Department, ensuring accessibility and organization of records.
Regular Attendance: Maintains regular in-person attendance during City and department business hours for face-to-face interaction, coordination with colleagues, residents, vendors, and access to workplace documents. May be required to attend after-hours board and commission meetings.
Other Duties: Performs other related duties as assigned.

Minimum Requirements:
Licenses, Certifications, or Special Requirements:
Must possess a valid Florida Driver’s License or the ability to obtain one within 30 days of employment.
Must be licensed and registered as a current Professional Engineer (PE) in the State of Florida.
Certified Stormwater Manager (CSM) preferred (or ability to obtain).
Certified Floodplain Manager (CFM) preferred (or ability to obtain).
Subject to flexible work hours beyond normal business hours as needed (including nights and weekends). May be required to respond to emergency calls and serve as a member of the City’s Emergency Management team.
Education and Experience:
Graduation from an accredited four-year college or university with a Bachelor’s degree in Civil Engineering or a closely related engineering field.
Six (6) years of recent experience in a full-time professional role in civil engineering planning, design, and construction management. Experience working in a local or state government agency preferred.
Three (3) years of recent experience in a supervisory capacity.
