Performs highly responsible administrative, technical, and supervisory work managing the operations of a section within a division of Construction and Property Management Department; manages and coordinates the day-to-day operations of the section; works with upper-level management on critical issues and organizational policies; makes important technical, procedural, and operational recommendations to management to ensure maximum management efficiency. The incumbent will utilize GIS software and related systems and tools along with established processes and procedures to collect, check, process, and utilize geographical data for the daily consumption and usage of the various divisions of the Construction and Property Management Department. The difference between the level of this class and other section manager classes is due to the defined scope of work, complexity, fiscal responsibility, finality of action, and labor market. Work is performed under general supervision with considerable independent judgment and initiative exercised in carrying out the daily operations of the section. Work is performed under the general supervision of upper-level management. Position reports directly to the asset owner, Director of Facilities Operations.
What Would You Do?
Manages the asset management, GIS, and data management and analysis programs and activities within the department;
Demonstrates advanced-level job knowledge, quality, dependability, judgment, communications, and initiative, with demonstrated advanced-level proficiency in GIS and relational databases, with the following core competencies: Analysis, Business Process Improvement, Data Modeling, Development, Planning, Implementation, Troubleshooting/Problem Solving, and Documentation Development.
Assists with GIS, Cityworks, and related computer system and software configuration, maintenance, user interfaces, development, housekeeping, maintenance and support.
Assist with reviews and configurations of GIS and Cityworks software to prevent problems and roadblocks, and to present technical issues and their impact to management with recommendations for solutions.
Assists to create, modify and update GIS and Cityworks data, maps, diagrams, etc. using desktop and online software, geoprocessing tools, and databases;
Manages project plans/schedules, and coordinates requirements, tasks, work assignments, resources, and critical milestones, with a demonstrated ability to lead team’s focus on priority tasks.
Demonstrates ability to enlist contributors and stakeholders at all levels to lead innovation through improved internal workflows, solutions, and staff education.
Demonstrates ability to gather and aggregate data, document reporting requirements to meet a business need.
Demonstrates ability to use business and technical skills to design, develop, test, and implement reports and dashboards that utilize the underlying data to meet a business objective.
Learns and assists to develop automations and visualizations within the GIS and Cityworks environment using software, technology, and various tools; Learns and assists with Microsoft Power Bi, ESRI Python, and Arcade.
Provides administrative support to upper-level management in any phase of the management of the section.
Prepares and delivers recommendations, presentations, and reports on a variety of planning-related functions to a variety of audiences;
Manages with the development of asset management program policies and workflows in consultation with the Division and Department Director(s) and Department Managers, for maximum utilization of manpower and equipment services;
Provides data and analytic guidance in the submission of the operating budget for the department.
Establishes goals and objectives for the department’s asset management program in alignment with those of the enterprise.
Participates in the hiring, selection, and performance evaluation of staff;
Monitors contractual expenditures and performance, and researches cost-saving opportunities and best practices;
Speak with Clients, develop, document, and implement workflows;
Acquire, develop, build, and update relational databases;
Develop custom reports, organize workflow data to support department operational efficiencies;
Manages county surplus function to include policy management, interdepartmental communication, and auction organization
Performs other related job duties as assigned.
What Do You Need To Have?
Education and Experience:
Six (6) years of progressively responsible technical, professional, and administrative functions in business administration, project management, engineering, environmental management, accounting, or a related field that includes formal supervisory training, one (1) year of team leadership or one (1) year of supervisory experience; or a Bachelor’s degree and two (2) years of experience as described above; or an equivalent combination of education, training, and/or experience.
Florida Driver’s License or Florida Commercial Driver’s License and endorsement, if any.
Assignment to work a variety of work schedules, including compulsory work periods in special, emergency, and/or disaster situations.
May require a college degree, occupational certifications, professional license, and specialized training directly related to the position’s requirements.
Supports emergency response efforts by providing timely and accurate GIS and Cityworks data and analysis, aiding in decision-making processes

Knowledge, Skills, and Abilities:
Knowledge of standard office practices, procedures, policies, personal computers, operating systems, and related software applications. Recommends changes to improve operational efficiencies;
Knowledge of the principles, practices, and procedures of public and business administration, as applied in a large organization;
Knowledge of budget and accounting principles, practices, and procedures, as applied in a large organization;
Skill in advanced GIS and relational database management and programs, i.e., SQL;
Skill in current programming skills and languages such as Python, SQL, Notebooks and Arcade to assist in developing and automation of workflows, processes and data management.
Skill in advanced leadership techniques and practices to evaluate and determine organizational goals and objectives, maximizing effectiveness of organizational work units through staff selection and assignments;
Ability to communicate effectively, both written and orally, and to make effective presentations to a variety of groups;
Ability to train team to assist lower-level staff with training of new technologies; Ability to interact effectively, establishing good working relationships with staff, other County organizations, agencies, state officials, consultants, contractors, and the public;
Ability to identify, to take ownership of, and to troubleshoot and solve major problems;
Ability to apply computer applications and software;
Ability to plan, supervise, and coordinate technical and administrative programs;
Ability to plan and direct the work of a large staff of professional and support employees and maintain effective working relationships with the staff, other departments, and the public;
Ability to address civic organizations or other public or private groups on subjects related to section projects.
